### What problem does this PR solve? Backport #66218 to `branch-4.1` to enforce missing privileges for Nereids commands. Adapt constraint checks to 4.1's table-owned metadata and reject changed cascade targets before mutation. ### Release note Fix missing authorization for constraint, dictionary, recycle-bin, encryption-key and cloud administration commands. ### Check List (For Author) - Test: 33 focused FE unit tests and Checkstyle passed. Ported regression suites were not run locally. - Behavior changed: Yes.
