### What problem does this PR solve?
Problem Summary:
When recycling a versioned tablet, the ref_count > 1 classification
path decremented the rowset reference count without removing its
versioned metadata. If subsequent cleanup failed, a later round could
read the same metadata and release the reference again, potentially
deleting data still used by another reference.
Remove the versioned rowset metadata in the same transaction as the
reference count decrement.
Add a unit test covering shared load and compact rowsets, an injected
deletion failure, and a retry with a fresh recycler.

Prevent premature deletion of shared rowset data when tablet recycling
is retried after a failure.
