### What problem does this PR solve? Related PR: #66227 Extract the Paimon Rust third-party dependencies from #66227 into master. Pin paimon-rust to baac87c, build the HDFS-enabled C static library, and generate its header with cbindgen 0.29.4. Raise the Lance build's minimum Rust version to 1.94 so both static libraries use the same compiler. Verify cached ARM dependency sources against Cargo.lock and apply the stable-Rust NEON compatibility patch. Stage archives before installation and bind each installed archive to its checksum and compiler identity, so failed installs and partial rebuilds cannot silently mix Rust standard libraries. Paired rebuild cleanup respects the effective --continue package list. ### Release note None. This prepares build dependencies; reader integration remains in #66227. ### Check List (For Author) - Test: 8 Python-driven shell tests passed, covering online/offline cache recovery, compiler mismatch, strip failures, and interrupted publication for both archives. Shell syntax and diff whitespace checks passed. - Manual validation: downloaded archive checksum matches; the pinned paimon-c builds with HDFS enabled on x86_64 using Rust 1.97; cbindgen 0.29.4 generates the header; ARM patch dry-run passes against the checksum-verified crate. A full ARM build and full Doris build were not run for this dependency-only PR. - Behavior changed: Yes.
