   I'd like to work on this. The fix is straightforward:
   
   In `calculate_index_expired_time()`, exempt `state == PREPARED` from 
immediate recycling by falling through to normal retention logic instead of 
returning 0 when `force_immediate_recycle` is true. This matches the pattern 
already used for PREPARED partitions and restore jobs.
   
   This preserves in-flight schema-change commits while still allowing eventual 
cleanup of orphaned PREPARED records via retention windows.
