   Problem Summary:
   
   Forward-port the Parquet V2 scan optimizations from `branch-4.1` to `master`:
   
   - refresh late runtime filters through the table-reader and native/JNI 
reader layers;
   - improve Parquet predicate mapping, direct-IN pruning state reuse, and 
selection-vector processing;
   - add scan and selection benchmarks plus focused coverage for the new paths;
   - accelerate same-scale fixed-binary decimal decoding while preserving 
target-precision validation.
