### What problem does this PR solve?
Cloud Recycler supports a mark-before-delete flow for rowset recycling. The
mark
and abort preparation logic should only apply to PREPARE rowsets, because
these
rowsets are deleted by rowset id prefix and may need related txn or job
cleanup
before physical data deletion.
