Issue Number: close #14331
## Problem summary
Our current cold and hot separation creation strategy does not support
deletion. After creating an error, there is no way to delete it.
After the user deletes the table, it keeps reporting this hot and cold
separation creation strategy check error
The s3_region attribute was wrongly written when creating the s3 resource.
This attribute cannot be changed, and the policy cannot be deleted.
