Issue Number: close #15359
## Problem summary
For the row of table str_tb where k1=2，the string length of the v1 field is
1048576. For the data after join, if the number of rows in a block exceeds
4096, the offsets (uint32) array in column_string will overflow: 1048576 * 4096
= 4294967296 > 0xffffffff(4294967295).
This PR just check the length of th chars array and LOG FATAL if the length
exceed 1GB.
