### What problem does this PR solve?

Problem Summary: Avoid casting file slot columns when localizing
slot-literal binary predicates across table/file schema type mismatches. Cast
the literal to the file type instead so filtering can keep the file column in
its native type.

- Test: Unit Test
- Added CastTest coverage for slot-literal and literal-slot predicate
localization. Attempted `./run-be-ut.sh --run '--filter=CastTest.*'`, but the
local environment has JAVA_HOME set to JDK 11 and JDK_17 is not set, so the
script rejected the run before executing tests. Ran
`build-support/clang-format.sh be/src/format/reader/column_mapper.cpp
be/test/format/reader/expr/cast_test.cpp` and `git diff --check`.
- Behavior changed: Yes (file predicate localization casts compatible
literals to file type instead of always casting file slots for slot-literal
binary comparisons)
