   … (#57348)

ClearContextStatus wipes cteIdToOutputIds and consumerIdToFilters, but the
second-pass RewriteCteChildren still reads them. Without re-collecting,
RewriteCteChildren either NPEs on producerOutputs or silently skips the
producer-output pruning, both leading to wrong or sub-optimal plans on queries
that hit the second rewrite pass (nested CTEs with set operations and scalar
subqueries).

   Insert CollectFilterAboveConsumer and CollectCteConsumerOutput between
ClearContextStatus and the second-pass RewriteCteChildren, mirroring the order
used in the first pass. Also add a defensive null guard in tryToConstructFilter
so a missing cteIdToConsumers entry returns the child unchanged instead of
NPE-ing.
