### What problem does this PR solve?
Binlog API cannot detect dropped tables promptly, causing unnecessary
polling.

Problem Summary:
Add `isTableDropped()` check in `DBBinlog` before querying `tableBinlogMap`:
- In `getBinlog()`: Check if table is dropped before retrieving binlog data
- In `getBinlogLag()`: Check if table is dropped before calculating lag
- In `lockBinlog()`: Check if table is dropped before acquiring lock
Now when a table is dropped, the API returns `BINLOG_NOT_FOUND_TABLE` status
immediately instead of waiting for the `tableBinlogMap` to be cleaned up by GC.
