Review Comment:
   calling FileCache here makes S3FileWriter coupling with FileCache, not a 
good impl.
   and this logic seems not correct enough because
   we have other types of remote storage e.g. HDFS  and more in the future.
   it may introduce bug or inconsistent behavior
