### What problem does this PR solve?
When user submit a routine load, workload group id is stored in job
property.
In this PR, workload group name is stored in job, and workload group name is
transfered to a workload group when
a job create a real routine load task, this makes a routine load task get
workload group just like a query does, then ```getWorkloadGroup``` method is
unified.
