### What problem does this PR solve?

Problem Summary:
When the prefix of s3 vault is set to empty, the recycling path generated by
the recycler contains two consecutive slashes "//". This can cause list
operations to return empty results on certain s3 object storage systems. This
PR fixes this issue.
