### What problem does this PR solve?
If PowerBI want connect to Doris external catalog, we need do `switch
catalog`.
Here we support `switch catalog` depends on `default_init_catalog` User
Poperty, then PowerBI can use DBs in external catalogs as internal catalog.
Usage example:
1、we already have a catalog, such as `hive`; and inside `hive`, we have a
database `test_db`;
2、add a user, such as `bi_user`;
3、set user property `default_init_catalog=hive`, for user `bi_user`;
4、use PowerBI connect to Doris, and set database to `test_db`; here BI could
use `hive.test_db` the same as inside internal catalog.
