Issue Number: close #xxx Related PR: #xxx Problem Summary: Fix: <img width="1399" alt="image" src="https://github.com/user-attachments/assets/ff18958f-82d3-4a83-ade5-46883c263691"; /> Prevent fe getbackendid from consuming too much CPU when high-frequency stream loads 1. Periodic scheduling of creating partitions, creating between multiple partitions, should also be broken down to avoid CPU concentration causing high performance 2.
