Issue Number: close #9208
## Problem Summary:
A detailed motivation and description has been listed in issue #9208
TODO:
1. Runtime filter: runtime filters for new decimal type are still not
supported in this PR.
2. Schema change: Schema change from a precision/scale to another is not
allowed now.
3. Arithmetic operation:
arithmetic operations are precessed correctly in most cases except:
> when overflowing occurs
> auto precision/scale conversion during computing
