### What problem does this PR solve?
Related PR: #45761
Problem Summary:
This pull request introduces a new method for triggering compactions with
retries and integrates it into various test suites to improve the reliability
of compaction operations. The main changes include adding the
`trigger_compaction_with_retry` method and replacing the existing
`trigger_and_wait_compaction` calls with the new method across multiple test
files.
When we do index compaction fault injection test, compaction status `e-6010`
is expected sometimes. We cannot replace it with
`trigger_compaction_with_retry`.
