[I] [Bug] show backend Alive mismatch [doris]

   doris v2.1.7 rc03 hotfix
   
   ### What's Wrong?
   
   1. show backends indicate 71.17 is Alive = true, but not report from be. 
Except this be should be Alive = false

   2. root case should be , be can not connect to fe using hostname

   4. insert hung up during this case,  this table has no tables on 71.17 
actually.

   ### What You Expected?
   
   1. Fe can connect to Be and get heart beat  and at the same time, cant not 
get be report status 
   2. Fe should mark be Alive to false or
   3. insert can be operate success fully without be which status is Alive 
=true and report is N/A
