### What problem does this PR solve?
For certain scenarios, it is possible to set the max_match_interval of the
routine load to be very small, such as setting it to 1, which can result in a
very short timeout period. In some scenarios (such as high pressure and using
MOW table), it may lead to a continuous non consumption for timeout. Therefore,
a minimum timeout is configured to solve a problem.
