### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-doris/issues?q=is%3Aissue) and found no similar issues. ### Version I'm using 0.15, but master has the same issue. ### What's Wrong? RootPathLoadStatistic only consider the data used by Doris. Tablet will not be balanced away until this disk has only `storage_flood_stage_left_capacity_bytes` left (in `DiskInfo.exceedLimit()`) if this BE is at `MID` load. ### What You Expected?
