adminCopyTablet command is supported in legacy planner but not in
nereids(new doris fe planner). you need implement the following adminCopyTablet
command in nereids:
unsupportedadminCopyTabletStatement
``` ADMIN COPY TABLET tabletId=INTEGER_VALUE properties=propertyClause?
```
