alterWorkloadPolicy command is supported in legacy planner but not in
nereids(new doris fe planner). you need implement the following
alterWorkloadPolicy command in nereids:
unsupportedalterWorkloadPolicyStatement
``` ALTER WORKLOAD POLICY name=identifierOrText
properties=propertyClause?
```
