[I] [Bug] Tablet Scheduler无法正常工作分配balance任务 [doris]

   近期我发现我的doris集群be节点之间磁盘使用率或tablet数量存在严重倾斜，不均衡：

   当我排查时，我执行SHOW PROC '/cluster_balance'结果的pending_tablets或running_tablets 
任务数增长得很慢，
   然后我查看日志，发现每隔20~30分钟才开始打印"Add tablet to pending queue" 记录：

结合以上现象来看，是由于分配balance任务太慢导致无法达到预期的均衡效果。另外我也通过arthas排查到TabletScheduler的intervalMs为1000，但是runAfterCatalogReady方法也是隔20~30分钟才被执行：
