### Search before asking - [X] I had searched in the [issues](https://github.com/apache/doris/issues?q=is%3Aissue) and found no similar issues. ### Description Current Workload group only support cpu_share which means even only one workload group runs, cpu util may reach 100%, so this is a soft limit.
