Table's replication number is 1. During rebalance process, the tablets begin to migrate. Then some tablets's replica number will become 2. At the same time, the tablet is loading data. Rebalancer may drop the origin replica, but the new replica is still fall behind. Then load data failed. ### What You Expected?
