Log:
MATH-738: in class o.a.c.m3.special.Gamma, implemented function
logGammaMinusLogGammaSum(double, double),
which computes accurately log(Gamma(b)) - log(Gamma(a + b))
for a >= 0 and b >= 8. Based on the NSWC library.
