@andrea-janna, I wonder if you have a mix of **instance snapshot**, **volume snapshot**, and **backups**. Also, "Quiesce" requires the guest agent to be installed and communicating with the host to work. Not sure how to test that. I learned that there is no strategy for all possible combinations, and the one that you take first might block another... I am running out of ideas to test.
