CDC was designed and implemented straddling the {{cassandra-sidecar}} and 
{{cassandra-analytics}} repositories. Due to this design, there are some things 
that are much harder to do cleanly and with confidence than if the 
implementation were in a single repository.

>From what we've learned after v1 of the CEP-44 implementation, this epic is 
>about tracking work to clean up and simplify the CDC implementation to make it 
>easier to prove correct, quicker to iterate on with confidence in its 
>stability, easier to validate in CI, and just generally faster to maintain for

The goal isn't explicitly to move all of the CDC implementation between 
repositories but rather to clean up what makes sense, up to and including 
centralizing the entire implementation in the sidecar repo in isolation.
