Summary: Merge CDC implementation into cassandra-sidecar

The CDC implementation is currently straddling cassandra-sidecar and
cassandra-analytics. There looks to be a minimal amount of spark usage in the
Cdc based classes; the biggest being {{KryoUtils}} as a dependency for
serialization. Moving these objects over will allow for much cleaner and faster
iteration on the stack, cleaner boundaries, and easier releases and extension
of CDC going forward.
This also heavily intersects with CASSSIDECAR.
