This also straddles CASSSIDECAR.
The following CDC related classes need javadocs and some "why are we doing
this?" style documentation for non-obvious methods.
- CdcPublisher
- SidecarCdc
- Cdc.java
- SidecarStatePersister.java
We should also provide some top level "here's how this hierarchy works and who
owns what" in the {{{}CdcPublisher{}}}.
