The SidecarStatePersister objects in CdcManager are created but never stopped
nor destroyed. It's unclear what the intended lifecycle of these objects is. We
should clean up and wire up some kind of graceful shutdown for these objects
and integrate them correctly in the object hierarchy, durably flushing to the
DB on shutdown.
This can be tackled separately from CASSANALYTICS-131 but is definitely
related. Ultimately we should at least have an opinion on when and if we stop
these things and what we block persisting state to the backing DB on.
