Description: Starting a data copy task after starting the destination could
lead to undesirable situations like data loss. To prevent this, add safety
check(s) that can detect if the destination is up to the Live Migration data
copy endpoint. These checks should abort the data copy task when it is
identified that Cassandra at the destination has started. (was: Starting a
