Given these patches are almost identical, 5.0 CI is clean/unaffected, and all
we're doing is randomizing some configuration, which shouldn't make any
difference in terms of whether the test harness itself is doing what it
should...I'd like to commit this. There was clearly some instability around the
simulator tests on trunk before this patch, and the patch isn't making it
worse. (see CASSANDRA-20860, among other things)
