The current final-tag path creates a new source archive and directly uploads NuGet packages, while package-build failures can be masked. Restrict automation to strictly validated vVERSION-rcN source candidates, check the committed version, enable a pinned conformance corpus, display the incubation disclaimer, fail on packing errors and keep GitHub latest unchanged. Remove registry publication from the workflow. Document the separate release-manager process for review/signing, ASF staging, independent votes, unchanged promotion of approved originals, and verified convenience packages with no overwrite or skipped duplicate conflicts. Final tags have no publication side effect. Validation: seven positive/negative version-guard executions; Bash syntax and workflow trigger/side-effect assertions; extracted-source builds/tests and validated local NuGet packaging. No real publication was used as a test. Existing optional coverage-upload handling is preserved. Merge after the package-validation, SDK/dependency and committed-version preparation changes.
