Add ASF contribution headers to Rust sources, tests, benchmarks, existing workflows and tooling documentation/configuration, with LF text attributes. Preserve the existing small model and policy fixtures through individually reviewed RAT exceptions. Reviewed file origins and retained existing attribution. The combined source archive has 100 files: RAT 0.18 classifications were reconciled file by file, with manual checks for Rust text reported as binary and explicit reasons for ignored fixtures. This change adds only headers and text attributes; runtime and workflow behavior have separate reviews. Depends on the test/lint preparation branch.
