Replace the legacy Casbin license headers with ASF contribution headers and add headers to contributed build, documentation and model files. Keep the original Casbin copyright in NOTICE and preserve LuaXP's MIT attribution. Validation: all 95 changed files retain their non-header content, the combined extracted source passes 175 tests on each of Lua 5.1–5.4 and LuaJIT, and Luacheck reports no warnings. RAT's data, third-party and binary classifications were reviewed separately. CSV fixtures and the config parser fixture were retained as data rather than mechanically adding headers. Depends on the release-materials branch for NOTICE.
