The release workflow can publish from version-tag pushes and rebuild source archives. Separate unsigned source RCs from manually requested final publication. Final packaging verifies the approved ASF source, checksum and signature against the selected tag, then builds npm contents from that source. Refuse GitHub release replacement and keep RCs out of npm and latest. Pin conformance fixtures and use them consistently for tests, coverage and final packaging; freeze dependency installation and disable install scripts. Validation: actionlint, 18 release-helper fixtures, lint, 240 tests with no skips and both builds pass. Signature/network fixtures test control flow; actual RC signing, staging and voting remain release steps. Adoption of this publication route is part of this PR's review.
