Thanks for the detailed report. Fixed in https://github.com/apache/casbin-cpp/commit/048542b0d1f9e033578d7ae81e89c2f1524abd93: policy lines are now split CSV-style, so a double-quoted field is unquoted, may contain commas, keeps its inner whitespace, and `""` inside it becomes `"`.
