Thanks a lot for reporting this and for the PR! We've landed a fix based on the same idea, checking whether `casbin_rule` already exists before running `CREATE TABLE`, so `DieselAdapter::new()` now works on read-only replicas and with roles that lack the CREATE privilege, with no API change. To keep the change focused, it leaves out the unrelated error-handling changes and the unused `is_read_only()` helper.
