BeiBaiNian opened a new pull request, #13:
URL: https://github.com/apache/casbin-lua-apisix-authz/pull/13

   ### Description

The test workflow previously installed the latest OpenResty (1.31.x) from
the official apt repository. Apache APISIX 2.7 requires OpenResty 1.19 +
LuaJIT, so the `make run` step failed with the newer OpenResty.

This PR modifies the Install Dependencies step in
`.github/workflows/test.yml`:

   - Removes: the openresty apt repository setup (`apt-key add` +
`add-apt-repository`) and `apt-get install openresty` (which installed the
latest 1.31.x)
   - Replaces it with: downloading 5 .deb packages directly from the OpenResty
package pool and installing them with `dpkg -i`, pinning OpenResty to 1.19.9.1:

     - `openresty_1.19.9.1-1~focal1_amd64.deb`
     - `openresty-openssl111_1.1.1n-1~focal1_amd64.deb`
     - `openresty-openssl111-dev_1.1.1n-1~focal1_amd64.deb`
     - `openresty-pcre_8.44-1~focal1_amd64.deb`
     - `openresty-zlib_1.2.13-1~focal1_amd64.deb`
   - The remaining steps (etcd, luarocks, APISIX 2.7 download, `make
deps/init`, `make run`, busted tests) are unchanged

   ### Verification

Verified on the fork repository: both CI runs passed (2026-08-07):

   - pull_request event run ([branch fix-pin-openresty-119, commit
d233351f7](https://github.com/BeiBaiNian/casbin-lua-apisix-authz/commit/d233351f7dff63acba427d0cb0648ac828bd23df)):
 ✅ success
   - push event run ([fork master
71ab4fd67](https://github.com/BeiBaiNian/casbin-lua-apisix-authz/commit/71ab4fd67ccfbb717d3fcd287248709fd3b2d7ce)):
 ✅ success
   - Key steps: `make run` starts APISIX successfully, `busted plugin_test.lua
-o htest` all green
   - For comparison: the upstream apache repository failed at the `Start the
server` step with the old test.yml at the same time, confirming the failure was
caused by the OpenResty version incompatibility and the fix is effective
