[CAMEL-26606](https://issues.apache.org/jira/browse/CAMEL-26606) The fix from #29221 is being backported to camel-4.22.x for 4.22.3. This PR adds the matching upgrade note to the 4.22 guide on main, under "Upgrading from 4.22.2 to 4.22.3", using the same text as the 4.24 entry. The note says that the platform-http HTTP server, and the camel-platform-http-main one, now fails to start when it cannot listen on its port. Before, it logged a WARN and started with nothing listening.
