Fixes #9361. Remove Vert.x ClientMultipartFormUpload runtime-init workaround
Quarkus 4.0.0.Beta2 VertxProcessor registers
io.vertx.core.http.impl.ClientMultipartFormUpload for runtime
initialization,
so the registration in VertxHttpProcessor is no longer needed.
