Run dev mode tests in a separate JVM per test class
The continuous testing shared state is static and leaks between test classes
running in the same JVM, so QuarkusDevModeTest waits for a run of the
previous
application. Fork a JVM per test class until quarkusio/quarkus#58083 is
fixed.
