Right, the download now runs only when `changed` is true, so for a
properties file that changed. A context reload, such as for secret rotation,
applies the options with a property placeholder again and adds no dependencies,
and a production app should not download libraries because a secret was
refreshed. Fixed in d4df2986625c.

The javadoc of `loadedVersion` now also says that only a JAR in the layout
of a Maven repository is recognized, which is where the downloader puts them,
and that for a JAR elsewhere the dependency is downloaded as before. In
d4df2986625c.
