Rebased onto main after #27910 was merged. The conflicts were only textual. The `lookupMonitoredNode` that this PR replaces with the shared lookup sat next to the new `recreate`; `recreate` calls `putSubscriptions`, so it now uses the shared lookup too. The two camel-milo notes in the 4.24 upgrade guide were next to each other.
