   ### Describe the bug

   Hello,

   In Apache Camel Karavan 4.22.1, the action buttons (delete, copy, and
disable) are missing from individual steps on the Designer canvas. For example,
a Logger step cannot be deleted through the canvas.

   **Environment**

   > Karavan 4.22.1 — Web Application

   > Kubernetes, managed through Rancher

   > Karavan environment: dev

   > Browser: Google Chrome on macOS

   **Steps to reproduce**

   > Create a project and a route with a Timer and a Logger.

   > Select or hover over the Logger.

   > Observe that no action buttons appear.

   **Expected behavior**

   The applicable action buttons should appear when hovering over the step.

   **Actual behavior**

   The buttons are absent, including in private browsing mode.

   **Identified cause**

   In
karavan-app/src/main/webui/src/ui/designer/route/element/DslElementHeader.tsx,
the buttons are rendered with:

   {isRoute && isDev && getHeaderButtons()}

   The isRoute condition excludes individual steps such as LogDefinition.

   **Tested workaround**

   Removing the isRoute condition:

   {isDev && getHeaderButtons()}

   I tested the equivalent change in the compiled JavaScript inside the
application JAR. After restarting the application and disabling the browser
cache, the buttons appeared and the reported issue was resolved.

   This was a targeted UI test, not a full regression test.

   Could you confirm whether this restriction is intentional and consider
including a fix in a future release?

   Thank you.

   ### Steps to reproduce the behavior

   1. Go to '...'a
   2. Click on '....'
   3. Scroll down to '....'
   4. See error
