A design document (status: proposed) for CAMEL-25142: [`design/cross-cutting-binding.adoc`](design/cross-cutting-binding.adoc). It is also added to the list of design documents in `CLAUDE.md`. It describes: - how `onException`/error handler, `intercept`, `interceptFrom`, `interceptSendToEndpoint`, `onCompletion` and route configurations are bound to the routes today (merged into each route when it is prepared, and reified into per-route processors); - what happens today when route configurations or routes change at runtime, on dev reload and on a CamelContext restart; - a proposal: a registry of the cross-cutting definitions in the CamelContext, resolved by the routes and cached with a generation counter (a volatile read on the hot path), keeping today's per-message behaviour and order of precedence; - an order of work (route configurations, onException/error handler, intercept/interceptFrom, onCompletion), and when it would become a Camel 5.0 goal instead of 4.24 (if it needs public API or behaviour changes).
