ci: scope the local docs build to components 4.18.x so PR doc validation
resolves xrefs (#26017)
Same fix as camel-4.22.x received in #25748, applied to this branch.
The PR doc validation job runs camel-website's antora-local-build.sh in
"quick"
mode, which builds the local checkout and resolves everything else from the
published site-manifest.json. Which components come from the local sources
is
decided by the components filter in docs/source-watch.yml.
On main that filter is active and names components/next. Here it was left
commented out, so the filter is empty and the local build is not scoped:
Antora then tries to resolve the whole components namespace out of the local
checkout, which does not carry every page, and every xref into components::
fails.
Uncomment the filter with this branch's own version, 4.18.x, matching what
docs/components/antora.yml and
core/camel-core-engine/src/main/docs/antora.yml
already declare here.
The failure is latent on this branch: no PR targeting camel-4.18.x has
triggered doc validation recently. On camel-4.22.x the same empty filter
produced 433 xref errors on every PR until #25748, which went from 433 to 0.
