    CAMEL-23996: Fix KafkaIdempotentRepository correctness bugs
    
    Fix four bugs: non-atomic add() replaced with putIfAbsent(), stale cache
    rollback on broadcast failure, safe shutdown ordering to prevent
    ConcurrentModificationException, and clear() now clears local cache for
    startupOnly=true mode. Adds unit tests using MockProducer.
    
    Closes #24691
